The Red Wing Police Department is notifying the community that level 3 registrant Steven Michael Kinford has relocated to 100 Block of Red Wing Avenue as of last Friday.
All individuals who are required to register as sex-offenders, are assigned a level 1, 2, or 3 when they leave prison. Level 3 is considered the highest risk to re-offend.
46-year old Kinford has a history of sexual contact with known female children and teenagers. He was released in October 2022.
Sex offenders residing in the community have served the prison or jail time imposed on them and have been properly released to live in the community
